How does Section 504 define "disability"?
An individual with a disability is one who has a physical or mental impairment, has a record of such an impairment, or is regarded by others as having such an impairment.  The impairment must substantially limit a major life activity.

Who is eligible for protection under 504?
To be covered under the law, a person must meet the ADA's definition of a disability.  Students who have a disability that does not have an adverse impact of their ability to learn but may require special accommodation in order to access education may have a 504 Plan.
